Whiritoa Hall funding
Council owns nine community halls, which are managed by committees made up of local community members. All of the halls (except Whiritoa Hall) are funded through a targeted rate paid by properties within the halls ‘catchment’ area.
Hall committees are important to the management and upkeep of these buildings, which often serve as hubs for small communities.
Whiritoa Hall provides a space for a number of events within the community and provides a community library. It is an important community hub.
The Hall Committee is responsible for the day-to-day operations of the hall and the library such as, handling bookings, managing repairs, operating the library and keeping the hall in good condition.
The Council is responsible for the payment of utilities including rates and electricity, funding and undertaking maintenance and capital renewal works.
Currently Whiritoa Hall is not funded by a targeted rate, rather the operating and maintenance costs has been funded by the Waihi Ward Grants Budget.
During the 2024-34 Long Term Plan development the grants budgets for all wards was reviewed and the funding for the Whiritoa Hall was no longer included.
The development of the 2025/26 Annual Plan has identified the need to confirm the funding for the hall for the 2025/26 financial year and beyond.
Council have considered a number of options on how to fund the hall from 1 July 2025;
- No funding is provided by council from 1 July 2025.
- We introduce a targeted rate to fund the operation and maintenance of the Hall (preferred).
- Council enters into a lease agreement with the Hall Committee, where the Committee is responsible for the funding of the operating and maintenance costs of the hall.

Rozanne Slater asked 19 days agoThe funds are for the maintenance and operation costs such as rates and power. the FENZ lease agreement is priced accordingly to cover the wear and tear on the part of the building they occupy.

We were surprised to learn via the comments on the Council’s Korero Mai page that when talking about the Hall complex, Council are referring to the Hall and Library areas only, and will be treating the Fire Brigade area separately? “These costs are for the hall and library part of the building. They do not include the costs for the FENZ part of the building. The FENZ lease is to contribute towards the costs of the part of the building that they lease.” Currently, the Hall, Library and Fire teams work collaboratively regarding the use of the complex and share the facilities i.e. kitchen, showers and toilets. How do Council plan to keep these areas separate? And how will the ‘Fire area’ be funded please? Will the Fire team have to make up any shortfall between the FENZ lease payment and the operating costs? Will Council be billing the Fire Team or FENZ for the use of the Hall complex facilities? Rozanne Slater asked 18 days agoThe use of the shared amenities will continue. The FENZ lease is due to be renewed in 2026 and costs of maintenance to the leased area will be reviewed then.

Cathy asked 17 days agoThe targeted rate is estimated to be $21.00 and based on the 2024/25 operating costs of the hall, the maintenance and operating costs required for 2025/26 are estimated to be $10,800. The targeted rate is set to recover that cost entirely.

Moira asked 20 days agoAll maintenace requests have been completed. All future work will need to be requested by the hall committee to Council and will be added to the property work program to be completed.
