Understanding what drives your rates
Not all services cost the same. Here's what you're actually paying for:
Local roads: over 20% of your rates - the biggest single investment we make
Swimming pools: less than 2%
Libraries: less than 2%
When we ask which services matter most to you, we're asking you to help us navigate real choices. A small change to road maintenance affects your rates very differently than a change to library hours.
Your answers will directly inform the trade-offs we'll be weighing up as we develop our Long Term Plan.

Before we begin to prepare plans and budgets for the Council and community to consider we are stopping to check in with the community about what you want the future of your services to look like.

Council will take on board community feedback from the Your Say, Our Services Survey and provide direction to staff to begin planning and budgeting for the next 10 years!
Planning and Budgeting

Staff will prepare proposed budgets, plans and projects which Council will provide input into over multiple rounds.
Options prepared for community consultation

Once Council is satisfied with where the proposed budgets and plans are, key options for the community to provide feedback on are prepared in our Consultation Document (with supporting documents).
Before the consultation document is available to the public it is audited by Audit New Zealand.

Feedback considered and decisions made

Feedback to this consultation are closed. Hearings will be held for those who wish to speak to Council on their feedback. All feedback will then be considered by Council and decisions made.

LTP is prepared and audited

The Long Term Plan is then pulled together from Council's decisions and the document is Audited by Audit New Zealand.
Long Term Plan is adopted

We must adopt our Long Term Plan by 30 June 2027 and set the rates from 1 July 2027 - 30 June 2028.
